An Evaluation of Delay Factors in Cargo Flow between Lagos Seaports and Kano Inland Container Depot ICD

ABSTRACT:Nigeria is currently in a situation where the pressure from increasing cargo traffic rises. As Nigerian freight volume increases, the pressure on the existing road infrastructure is worsening. To this end, this study evaluates delay factors in flow of imports and exports from Lagos seaport to Kano Inland Container Deport. This study explores relevant primary and secondary data using qualitative and quantitative analytic techniques. The Lagos-Kano Corridor is the main route for moving imported goods to northern Nigeria and exports to Lagos ports. It is therefore a vital conduit for port-hinterland interactions in Nigeria. Average annual daily traffic on the corridor ranges from 17,000 vehicles between Lagos and Ibadan and 5,000 vehicles between Abuja and Kano. Heavy Duty Vehicles (HDVs) account for 10-14 percent of traffic along the corridor. The study establishes that the imports are destined for either a short or long haul to the hinterland. The road congestion plagues the transit from the ports to the Lagos metropolitan area, resulting in slow speeds (four hours to travel 12 km) and generating a high transport cost of US$22.14 per TEU/km, compared to a norm of US$0.05–0.15 per TEU/km. The weak link in the long haul transport is the Ibadan–Kaduna segment, where speeds slow to 22 km per hour, raising costs to US$2.70 per TEU/km and reducing reliability. The road segments between Kaduna–Kano achieved a good rating compared with the international standards. The study shows the high container demurrage charges of about US$820 upland traffic and US$490 for locals. For effective cargo flow, there should be provision for modern port operations equipment, adequate maintenance of existing port facilities, capital improvements, and institutional and regulatory reform for ports, roads, and railways systems.
